Greece Edges Toward Debt Deal

ATHENS—Talks between Greece and its private sector creditors over a €100 billion ($131 billion) debt write-down edged towards an agreement, with bond holders seemingly willing to accept lower yields on their future holdings of Greek debt, a source close to the talks said Friday.

According to the source, the two sides were discussing a deal that would see Greece pay an "average coupon below 4%" on newly issued Greek debt, with the talks centering around an average yield of around 3.7% to 3.8%.

That is below what Greece's private sector creditors—led by the Washington-based Institute of International Finance—has previously indicated it was willing to accept, but comes closer to what Greece's official creditors have been demanding.

However, the source said the IIF is also asking for higher returns on those new bonds when Greece's economy returns to growth, reviving a proposal previously floated in the discussions.

Talks between the two sides are due to continue Friday in the Greek capital after a two-and-a-half-hour meeting Thursday between IIF head Charles Dallara and Greek Prime Minister Lucas Papademos and Finance Minister Evangelos Venizelos.

Mr. Papademos is scheduled to meet Mr. Dallara at 1630 GMT Friday, the prime minister's office said.

According to a statement issued by the creditors, "some progress was realized" after that first day of meetings Thursday but no deal had yet been clinched.

In October, the IIF, a lobby group representing more than 400 of the world's major banks, agreed to a "voluntary" 50% write-down in the value of Greek bonds that would be conducted through a distressed debt exchange swapping old Greek government bonds with new ones.

The bond deal is a precondition for a broader €130 billion bailout promised to Greece by its European partners and the International Monetary Fund at a European summit in October. Without private-sector agreement, the governments won't contribute their share to the package.

However, the talks have repeatedly stumbled amid differences over the interest rate the new bonds would pay. Germany and the IMF have pushed creditors to accept an interest rate below 3.5%, while the creditors have indicated that 4% was the minimum they could accept under a voluntary deal.

At issue is Greece's deteriorating debt dynamics. The goal of the October agreement was to cut the country's debt ratio to no more than 120% of gross domestic product by 2020 from more than 160% currently.

But since then, a deeper-than-expected recession and a budget deficit that has widened to nearly 10% of GDP has cast doubt on those projections. A new debt sustainability study, due for release by the European Union and the IMF once talks with the private creditors are completed, might require a rethink on the funding Greece will need to be able to service its debt for the rest of the decade.

The IMF and the stronger euro-zone countries are reluctant to permit high coupons, partly because they would have to lend Greece the money to pay them but also because high interest burdens make it less likely the country can get its debt under control.

That leaves two options: pressure private-sector bond holders to accept more losses, or accept that other euro-zone countries and the IMF will have to kick in more support.

With private-sector talks already difficult, suggestions are growing that any additional burden would have to be taken up by euro-zone governments, while there have also been growing calls for the European Central Bank to take part—directly or indirectly—in the debt write-down.

In the past two days, IMF Managing Director Christine Lagarde and European Union Economics Commissioner Olli Rehn have both said that Greece's public creditors may have to take a hit on their loans if private lenders can't agree on a restructuring plan that goes far enough to make the country's debt sustainable.

On Thursday, Jean-Claude Juncker, chairman of the college of eurozone finance ministers, suggested the ECB should consider playing a role, something the bank has resisted. Many ECB officials view losses on their Greek holdings as a violation of the central bank's statutes, which forbid it from financing governments.

Mr. Juncker also acknowledged earlier this week that the Greek debt-reduction program is "off track." Just how far won't be known until the new debt assessment is released. This won't happen until after an EU summit Monday, German officials say. People familiar with the talks estimate that Greece's deteriorating fiscal position could now require an additional €20 billion to put the country on a sustainable footing.

Lakers face quick and difficult trip to Florida

Reporting from Miami — Of all the strange twists on the shard of a schedule this season, this might be the most jagged for the Lakers.

They're in Miami on Thursday, Orlando on Friday and then head back home, a two-day trip that will test their already futile road record.

The NBA schedule was ripped apart by the lockout and then glued back together with 66 games in a rapid-fire 121 days, leaving the Lakers with their first two-game trip in an Eastern time zone since a quick one in Detroit and New York in November, 2003.

Hello, LeBron James, Hello Dwight Howard.

"We need to get at least one [victory]," Lakers center Andrew Bynum said, and it won't be easy based on past performance.

The Lakers are 1-4 on the road this season, an eyesore next to their 9-1 home record. They also don't play well in Miami. "I don't remember the last time we won there," Bynum said.

It happened once in his career, in February 2008, making the Lakers 1-6 in Miami since drafting him. Of further interest, the Lakers lost their last three regular-season games in Orlando.

Many eyes will be on Bynum this week.

He is the obvious centerpiece of a deal if the Lakers try to acquire Howard before the March 15 trade deadline. Bynum currently leads Western Conference centers in All-Star voting but has never been one, possibly explaining why he was deferential when asked about going up against Howard.

"The guy is definitely more proven," Bynum said. "He's had numbers for a long period of time. I always look up to him. I want to get the ball and do the things with it that he does. I learn a lot from watching him play."

So what happens Friday?

"You don't want to get embarrassed, so you have to bring your 'A' game," Bynum said.

First, the Lakers must deal with James and Chris Bosh but maybe not Dwyane Wade, who sat out the game Tuesday against San Antonio because of an assortment of injuries. He sustained a sprained right ankle Friday against Denver, adding to previous injuries of a sore left foot and strained calf this season.

The Lakers, in the last 11 days, won games in which they committed 27 turnovers (Memphis) and scored seven points in a quarter (Dallas).

They can thank their defense and Kobe Bryant.

"If he's not the best closer, which I think he is, then he's at least a top-three closer in the league," Coach Mike Brown said. "We just need to make sure we keep it close with our defense and give ourselves a chance to win down the stretch no matter how good or bad we're playing."

Reserve forward Jason Kapono revealed that some Lakers jokingly refer to Brown as "All Day Every Day" because of his lengthy video sessions, practices and shoot-arounds.

The revelation came Tuesday in a question-and-answer session with a handful of players and Brown at the "Lakers All-Access" event sponsored by the L.A. Sports and Entertaimnent Commission.

Derek Fisher added that the nickname was created fairly early in training camp. "Day three," he said.

Brown smiled as he heard the players weigh in on his, uh, work ethic.

"That's really my nickname?" he asked incredulously.

Brown began his NBA career as a video coordinator for Denver in 1992. His first job as a head coach was in Cleveland, where he went 272-138 in five seasons before getting fired in 2010 amid whispers of a fraying relationship with James.

Brown didn't have much to say about coaching against James for the first time since taking the Lakers' job last May.

"I haven't really thought of it," Brown said. "Obviously, it'll be good to see him but right now, I don't have any emotions."

In South Carolina, Rick Santorum vows to restore manufacturing jobs

Reporting from Ridgeway, S.C. —

Rick Santorum returned to South Carolina on Wednesday after a disappointing fourth-place finish in New Hampshire, promising voters in a crowded diner that he would jump start manufacturing in the United States and bring jobs back to small towns.

It was the second visit by Santorum to Ridgeway, a small town that features a quaint Main Street, white houses with wrap-around porches and a historic one-room police station from 1940. But this time his polling numbers are much higher than they were three months ago.

“We had a situation in New Hampshire where you had a candidate up there who lived up there, that basically has been campaigning there for six years,” he said. “But South Carolina is open for anyone.”

Santorum has said that he thinks he has the best chance in South Carolina, a conservative state where the former Pennsylvania senator's focus on family values resonates with many Republican voters. He told his audience that he had arrived in the state at 3:30 in the morning with his wife and seven children.

Dressed in a blue blazer -- a departure from the ubiquitous sweater vest that even has its own Twitter feed -- Santorum outlined a four-point plan that he said would bring manufacturing jobs back to small towns.

“We put together a plan really focused on Ridgeway and small-town America that was built because people were able to go to work and make things,” he said as diners had their lunch and rain poured outside on the brick buildings along Palmer Street.

His plan includes eliminating corporate income taxes, taxing products made overseas, repealing business regulations he says President Obama has put into place and freeing up oil drilling and coal production to bring down manufacturers’ energy costs.

“This is a president who thinks he’s smarter that everybody,” Santorum said, then criticized Obama for trying to run the lives of people in small towns.

The manufacturing speech drew applause and supportive shouts from the audience, especially the line about repealing regulations.

The plan “will help small-town America grow and prosper,” he said. “We’ll make South Carolina the manufacturing mecca of the country.”

The speech slightly deviated from Santorum’s remarks earlier in the week, in which he focused on his faith and compared himself to Ronald Reagan. But it seemed to resonate with voters in South Carolina, which has the worst economy of the three early voting states, and was tied for the third-worst unemployment rate in the country this summer.

Undecided voter Chris Harley saw Newt Gingrich speak in Rock Hill on Wednesday morning, then drove to Ridgeway in the afternoon with his wife and three children to see Santorum. Harley said he’s looking for a candidate that can “bark a little louder” on defense and won’t cut Pentagon spending.

Santorum took questions after his stump speech, shedding some light on the issues that most concern South Carolina voters. People asked what Santorum would do to close the borders, cut government and repeal Obama’s healthcare plan.

He was exposed to some local color during the question-and-answer period, during which time a woman followed his answer to an immigration question by shouting, “If you take the carrot off the stick, the jackass stops moving,” drawing laughter from the crowd.

Iran Scientist Killed in Bomb Blast

An assailant on a motorcycle attached magnetic bombs on Wednesday to the car of an Iranian university professor specializing in petroleum, killing him and wounding two others, an Iranian semiofficial news agency reported.

The attack closely resembled earlier attacks on scientists allegedly connected to Tehran's controversial nuclear program.

The killing of Mostafa Ahmadi Roshan was similar to previous apparent assassinations of Iranian nuclear scientists that Tehran has blamed on Israel and the United States. Both countries have denied the accusations.

Mr. Roshan, 32, was inside the Iranian-assembled Peugeot 405 car together with two others when the bomb exploded near Gol Nabi Street in north Tehran, Fars reported. It wasn't immediately clear if Mr. Ahmadi was involved in Iran's nuclear program.

Fars described the explosion as a "terrorist attack" targeting Roshan, a graduate of the prestigious Sharif University of Technology in Tehran.

A similar bomb explosion on Jan. 12, 2010, killed Tehran University professor Masoud Ali Mohammadi, a senior physics professor. He was killed when a bomb-rigged motorcycle exploded near his car as he was about to leave for work.

In November 2010, a pair of back-to-back bomb attacks in different parts of the capital killed one nuclear scientist and wounded another. The slain scientist, Majid Shahriari, was a member of the nuclear-engineering faculty at Shahid Beheshti University in Tehran and cooperated with the Atomic Energy Organization of Iran. The wounded scientist, Fereidoun Abbasi, was appointed head of Iran's atomic agency.

The United States and other countries say Iran is trying to develop nuclear weapons technology. Iran denies the allegations, saying that its program is intended for peaceful purposes.
